When a Ukrainian is robbed he or she turns to the militsiya (police) for help. When he or she does not want to be robbed, they turn to a security company, of which there are several now operating in Ukraine. These companies, small and not so small, offer a variety of services, the quality of which is more or less on a par with those provided in the west. A wide choice of options, so which company to choose? Just making the right choice can be a problem. To pay less but maybe lose out on quality or to pay more and get better guarantees?

Personal security provided by the state

It was the state that originally created a separate self-supporting and self-financing security department at the Ministry of Internal Affairs, Derzhavna Sluzhba Okhorony (DSO - in literal translation: State Security Service, but not to be mixed up with the secret agents’ service a la the CIA or the KGB - Ed.). Now the DSO is quite a powerful organization with many branches even in the smaller towns of Ukraine. It provides the security for about a hundred thousand offices, companies, stores, homes, etc., and pays almost 70 million hryvnyas in taxes to the state budget. DSO’s list of services is long enough to fill a couple of pages in this magazine. If you have any reasons to fear for your safety, you can hire burly and experienced bodyguards who will be at your side round the clock or if need be DSO security men can escort cash deliveries or shipments of valuable goods. DSO guards are officially allowed to carry fire arms, and in the Ukraine of today, with the high crime rate, this can make all the difference. Recently, for example, a truck carrying a highly explosive cargo was attacked by a bandit on the outskirts of the town of Uman. Vaycheslav Trofimov, a DSO Titan security guard who was escorting the truck pulled out his gun in a flash and fired a warning shot, but this did not stop the bandit. He fired a second shot that wounded and incapacitated the attacker. The explosives on board were sufficient to devastate a small community and would have posed a considerable threat of they had fallen into criminal or terrorist hands.

Hundreds of times, DSO security guards defending homes wound or even kill the burglars, but sometimes they get killed themselves. In the first six months of 2003, DSO security men prevented over 30,000 crimes and detained 2,314 criminals in the process. The DSO has also prevented a great number of less serious felonies and “unlawful acts.’

The DSO will pay an indemnity in a case where a customer suffers a loss in spite of their protection. For example, several months ago two apartments with DSO alarm systems installed were broken into in Kyiv, and money, gold and other precious things were stolen. DSO security guards arrived at the scene a couple of minutes after the alarm went off (DSO is committed to arriving very quickly) only to discover that the burglars had already scampered with the loot. Since it claims that apartments under its protection are “practically a hundred percent safe,” DSO which is very concerned about maintaining it’s reputation, compensated its customers in full, which was pretty expensive. After a contract with a customer is signed, DSO never fails to fulfill its obligations. Lieutenant General Volodymyr Shapov, DSO Head, states though that customers need to take normal precautions, not just to rely on the DSO - they should, for example, install safes. Even if burglars do break into an apartment, they will lose valuable minutes trying to open the safe, giving the DSO security guards time to arrive and apprehend them. Another item worth installing, the DSO advises, is an alarm button, the pressing of which will let the DSO security guards know they should proceed to your place in a rush.

Once bitten twice shy

For the message of this saying to apply, you need to get bitten first, and many people do not get this message because they don’t get bitten hard enough.

“We offer for sale something that you can’t touch or taste, and it is not at all easy to persuade people to pay for our services if they have never been attacked, robbed or burglarized,” says Oleh Moroz, deputy head of the DSO Branch in the city of Dnipropetrovsk.

It costs 2,200 hryvnyas to install DSO video camera monitoring in a private apartment, and an additional 800 hryvnyas to install the DSO alarm button (plus 50 hryvnyas monthly maintenance costs). It will cost you 740 hryvnyas to purchase the simplest DSO security package for your apartment with an additional 30 hryvnyas “subscription” for maintenance, monitoring and DSO security men arriving at your apartment in answer to the alarm, etc. You can purchase DSO services on an hourly or daily basis too. For car owners DSO offers inconspicuous special GTS gadgets which will make it possible to trace your stolen car as it sends out signals showing its exact location.

DSO is always on the lookout for new ideas and is flexible with its financial policy. In the city of Zaporizhzhya, for example, all the first floor apartments can be provided with DSO monitoring free of charge. In Dnipropetrovsk, the DSO detachments have water bikes and hang gliders at their disposal as well as other more conventional means of transportation. The town of Berdyansk on the Sea of Azov coast enjoys full DSO protection, street patrolls and petty crime prevention included. DSO is also serious when training its personnel, and utilizes state-of-the-art equipment and the latest techniques.

Private security

In addition to the state-run DOS there are hundreds of private security companies. To stay ahead in a business like this with such a high level of competitiveness you really have to keep your competitive edge and supply services not available from others.

Many private businesses do not want to have anything to do with the militsiya state police so they either set up their own security or turn to private security companies. Incidentally - but not accidentally - most of the supermarkets and offices of private companies prefer the services of private security companies. Serhiy Sahbovta, director general of the Zapad-Holding Tsentr security company, and vice-president of the non-government security service federation, explains why private businesses give preference to private security companies: “DSO offers physical protection, technical protection, or a combination of both. We offer a more comprehensive protection of businesses. If, for example, one of our customers is paid a visit by officers from the tax police, or by inspectors from the customers-protection society, it is our people that these visitors have to deal with first. We make sure that these inspectors have the right to carry out the inspection in the first place, i.e. whether they have been properly authorized to do so. In some cases it turns out they do not. It is well known that competitors sometimes ‘use’ the inspecting and controlling state bodies in their attempts to damage or get rid of their competitors.

“Also, Ukrainian businessmen are not always careful or meticulous enough in their hiring policies and may hire someone without having checked this or that person’s background thoroughly enough. A private security company can quite legally investigate the new employee’s loyalty, or check whether this person leaks some valuable information to the competitors, or maybe even works as a sort of secret agent for another company. There are all kinds of investigations that private security companies can carry out. Take, for example, this situation: it was discovered in one company that certain amounts of money went regularly missing from the company’s coffers, and security men from a private security company were invited to carry out an investigation. It did not take them long to discover that the chief accountant was the culprit - both her husband and son had a drinking problem and she kept embezzling the company’s funds to provide money for their ‘booze’.

“We warn our customers not to be too gullible and show caution. We have enough information sources to find out facts about people our customers deal with, thus preventing frauds, swindles and other shady transactions.”

Turning for help to a private security company may contain an element of danger and one should take reasonable precautions. The security guards hired by you, will have access to classified or confidential information, they can sell the information they come by to your rivals, they can even rob you or your company - so while looking for a security company make sure you do your own preliminary investigation and learn whatever you can about the security companies you are planning to sign contracts with.

Grievances

It would be wrong to say that DSO and private security companies are “at war” with each other but it must be admitted that some tension does exist between them. The private security companies complain that DSO offers services, the right for providing some of which has been denied to private security companies. They believe that DSO, a self-supporting body, has a lot of unfair advantages over them. One such advantage is the right to carry fire arms and not having this right is a disadvantage for private companies which cannot provide certain services provided by DSO, and consequently it leads to private companies’ losing revenue. But the greatest grievance of private companies against DSO is this organization’s right to control private companies and issue - or refuse to issue - licenses. The SBB private security company got itself into trouble and lost its license because DSO controllers had been prevented from entering SBB premises (later SBB appealed against DSO taking away their license and went to court over it). Private security companies would like to have some sort of impartial arbitration established for dealing with such matters.

Private security companies find it wrong that the rubber batons that their men were allowed to carry until recently, have been taken away from them. They think that they should be allowed to use handcuffs since in many situations handcuffs are a safe and quick way of disabling an attacker. Private companies think that since the state allows them to function it is unreasonable not to allow them to have more rights. Limitations imposed on these companies make it hard for them to survive.

A bill On Security Activities that was submitted to Verkhovna Rada quite some time ago, has not been passed yet but if does get passed in parliament and becomes law it will give equal rights to all the professional security guards both in the state-run and the private security companies. And then the market will determine which companies will prosper and which will not.

Тільки - як вибрати саме те, що тобі підійде і за ціною, і за рівнем сервісу? Недосвідченому споживачу віддати перевагу одному із сотень і сотень операторів, які діють на ринку, далеко не просто... Так-так, саме держава першою підставляє вам своє плече: створена при Міністерстві внутрішніх справ госпрозрахункова служба охорони - сьогодні найбільш потужна й розгалужена організація. Навіть у маленькому містечку можна легко знайти її співробітників. Під її опікою - 100 тисяч різних об’єктів. Нинішнього року служба сплатила в бюджет майже 70 мільйонів гривень податку. Діапазон послуг департаменту Державної служби охорони (ДСО) настільки широкий, що один тільки перелік займе пару-трійку сторінок. Той, хто побоюється за своє життя, може найняти тут досвідчених охоронців, які не відійдуть від клієнта ні на хвилину. До речі, таких клієнтів у ДСО досить багато, особливо у великих промислових центрах. Служба взяла під своє крило офіси й банки, поля й заводи, квартири і дачі. Її співробітники супроводжують касирів, охороняють вантажі в дорозі. Одна з головних переваг ДСО в тому, що лише її працівникам дозволяється носити вогнепальну зброю. В умовах, коли злочинці не зупиняються ні перед чим, мати озброєну, добре підготовлену охорону - більш ніж необхідно. Адже нечасті випадки, коли зброя - останній аргумент охоронця. Не дуже давно на машину, що перевозила вибухонебезпечний вантаж під Уманню, був вчинений напад. І якби не швидка реакція бійця спецпідрозділу “Титан” Вячеслава Трофимова, котрий за лічені секунди, зробивши попереджувальний постріл, вцілив у бандита, могло трапитися непоправне: якби спалахнув вантаж, від половини міста й сліду б не залишилося. Сотні разів бійців охорони у квартирах зустрічали озброєні грабіжники, яким відступати було нікуди. Гинули злочинці, але гинули й охоронці. Ось кілька цифр: з початку нинішнього року співробітники ДСО запобігли понад 30 тисячам злочинів, при цьому вдалося затримати 2314 осіб. І крім того, поза межами безпосередньої охоронної роботи попереджено понад 98 % загальної кількості протиправних дій.

Приваблює ДСО й тим, що слово своє тримає міцно. Кілька місяців тому в столиці зухвало пограбували дві квартири: за дві хвилин (такі норми приїзду співробітників на місце події) злочинці встигли викрасти гроші, золоті вироби, дорогі речі. Удар було нанесено по, здавалося б, невразливому місцю - у ДСО завжди пишаються майже стовідсотковою безпекою об’єктів, які беруться під охорону. Звичайно, грабіжники “брали” не першу-ліпшу квартиру, готувалися до “діла” серйозно. ДСО довелося компенсувати чималі суми, щоб сплатити господарям збитки.

Про честь мундира тут дбають: договір, підписаний між службою і клієнтом, виконується неухильно. Правда, вважає керівник департаменту, генерал-лейтенант Володимир Шаповал, господарі хоч і повинні покладатися на службу, але самим також слід пильнувати: не зайве придбати сейф. Тоді грабіжники нізащо не встигнуть поживитися в квартирі. А ще б добре усім мати кнопку тривожної сигналізації (КТС), тоді за найменшої загрози можна швидко викликати наряд міліції - досить тільки цю кнопку натиснути.

Поки на молоці не обпечешся...

...на воду не подуєш. Той, хто не зіткався з проблемою безпеки своєї власної, свого майна, найчастіше не бачить потреби в тому, щоб подбати про неї заздалегідь.

- Ми продаємо щось ефемерне, чого не можна торкнутися, спробувати на смак, - розмірковує заступник начальника управління ДСО Дніпропетровської області Олег Мороз. - Тому переконувати клієнтів не заощаджувати на охороні надзвичайно важко. Оцінити її необхідність можна лише тоді, коли людина безпосередньо стикається із загрозою - собі, своїм близьким, своєму майну.

Не знаю, які розцінки за охорону банків і заводів, а от квартиру можна обладнати відеоконтролем за 2200 гривень. КТС коштує від 800 гривень (абонплата - 50 гривень на місяць). Вартість мінімального комплексу безпеки в квартирі - від 740 гривень, абонплата за нагляд на пункті, технічне обслуговування устаткування, виїзд групи на місце за сигналом “тривога” - від 30 гривень. Зараз ДСО пропонує і новинки - погодинне і тимчасове обслуговування. Зручно для тих, хто їде у відпустку. Для власників авто є унікальний навігаційний пристрій GPS, з високою точністю він вказує місце, де знаходиться машина.

Втішно, що така величезна організація вміє виявити гнучкість: тут постійно апробують нові методи охорони об’єктів. Скажімо, в Запорожжі безкоштовно підключають до пульта квартири на перших поверхах. Відомо, що вони - ласий “шматок” для хатніх злодіїв. У Харкові першими в Україні почали застосовувати на тренуваннях бійців пейнтбол. У Дніпропетровську, крім усіх традиційних технічних пристосувань, на озброєнні в охоронців - водні мотоцикли і дельтаплан. А в курортному Бердянську (Запорізька область) створена муніципальна міліція. Тендер виграла саме служба охорони, і тепер її клієнти - все місто.

Кого вибирає бізнесмен?

Чи не дивно: при такому могутньому конкуренті, як ДСО, у країні працюють ще й сотні приватних фірм безпеки? Щоб обійти такого “спрута”, потрібно мати чималу кмітливість, запропонувати клієнту те, чого він не одержить у “держави”. До того ж, багато бізнесменів не хочуть мати справу з міліцією за жодного приводу. Вони або створюють власні служби безпеки, або звертаються до приватної фірми. Чи випадково всі великі супермаркети й офісні центри столиці обрали саме приватні.

- На відміну від ДСО, котра пропонує або фізичну охорону, або технічну, або їхнє сполучення, ми забезпечуємо безпеку бізнесу в комплексі, - розповів Сергій Шабовта, генеральний директор охоронної фірми “Захід-Холдинг-Центр”, віце-президент Федерації працівників недержавних служб безпеки. - Наприклад, якщо до нашого клієнта приходять з організацій перевірки - податкової міліції або інспекції, Товариства по захисту прав споживачів - з ними починаємо працювати ми. З’ясовуємо правомірність перевірок. Траплялися випадки, коли вони були незаконними. Ні для кого не секрет, що конкуренти можуть вирішувати проблеми бізнесу й за рахунок контролюючих органів.

Наші вітчизняні бізнесмени не завжди виявляють обережність: можуть прийняти на роботу людину, не з’ясувавши про неї все. Показав претендент на посаду паспорт, і його прийняли. Охоронна ж фірма на цілком законних підставах може перевірити, наскільки співробітник лояльний до своєї компанії, чи не працює він на конкурентів, чи не “продає” інформацію. Скажімо, на одному підприємстві систематично пропадали гроші. І варто було охоронцям поспілкуватися з дільничним міліціонером, як з’ясувалося, - в жінки-бухгалтера алкоголіки чоловік і син. Стало ясно, куди поділися гроші фірми.

- Ми привчаємо наших клієнтів, щоб вони не довіряли першому-ліпшому, - продовжує Сергій Шабовта. - Є цілий ряд інформаційних баз, котрими ми користуємося, де можна знайти дані про багатьох людей. Ми охороняємо наших клієнтів від шахраїв, які можуть затягти в аферу.

Є в охоронному бізнесі щось інтимне: ви впускаєте у свій офіс чужих людей. Вони можуть вивідати ваші таємниці, “скачати” інформацію, “здати” секрети конкурентам, можуть і обікрасти об’єкт, який охороняють. Тому звертатися потрібно до тієї фірми, котра може надати солідні рекомендації. Поговоріть з її клієнтами. Легковажність вам може дорого обійтися.

Видають ліцензії ... конкуренти

Не можна сказати, що “державники” воюють з “приватниками”, однак певна “висока температура” у відносинах існує. Останні вважають, що їх несправедливо відкраяли від багатьох послуг, які суперники з ДСО пропонують клієнтам. Чому державна організація, котра так само заробляє гроші, має перед “приватниками” багато переваг? Вже сама заборона користуватися вогнепальною зброєю обмежує коло послуг приватних фірм і, відповідно, знижує доходи. Особливе обурення “фірмачів” викликає те, що конкурент - Державна служба охорони - має право контролювати діяльність і видавати або не видавати ліцензії тим, з ким вони поділяють один ринок. Зараз в Одесі йде судовий процес: фірму СББ позбавили ліцензії тільки через те, що вона не впустила перевіряючих із ДСО. Краще б мати якогось третейського суддю, котрого в необ’єктивності не звинуватиш.

Співробітники недержавних фірм вважають, що в них дарма відібрали гумові палиці, котрі не так давно були в них на “озброєнні”, що їм не дозволяють користуватися наручниками, оскільки існує безліч ситуацій, коли охоронець схопить правопорушника і з “порожніми” руками втримати його не може. Виходить: з одного боку держава дає “добро” на охоронну діяльність, а з іншого - вносить стільки обмежень, що вижити в цьому бізнесі дуже нелегко.

Можливо, якщо депутати приймуть Закон “Про охоронну діяльність”, котрий вже кілька років “гуляє” у Раді, зрівняються в правах усі, хто займається безпекою професійно. А ринок сам розставить усе по своїх місцях.
